About Charter Recovery
Charter Recovery was founded by Steve Charter, who dedicated his life to helping individuals overcome substance use challenges and build healthier futures. Through compassion, structure, and integrity, he helped countless individuals take responsibility for their lives and move toward lasting change.
After Steve’s passing in 2018, his daughter, Jennifer Clark, continued his mission with the same commitment to professional, ethical, and client-centered care. Today, Charter Recovery operates as a small private practice based in Reno, Nevada, providing personalized substance use counseling and treatment services.
All services are provided remotely through secure telehealth, allowing clients across Nevada to access professional counseling in a convenient and supportive environment.
About Jennifer Clark
Jennifer Clark is a Certified Drug and Alcohol Counselor through the Nevada Board of Alcohol and Drug Counselors and a Licensed DUI Level I Instructor in Nevada. She has over eight years of experience providing substance use counseling, group facilitation, and recovery support to individuals working toward personal change and meeting court or probation requirements.
She holds a Bachelor of Science in Psychology and a Master of Science in Mental Health and Wellness.
Jennifer previously operated a DMV-licensed Level I DUI School in Nevada, where she gained extensive experience helping individuals meet legal and treatment obligations. This experience strengthened her understanding of the relationship between substance use, accountability, and behavioral change.
Today, Jennifer provides outpatient counseling services remotely through Charter Recovery, supporting individuals throughout Nevada who are seeking recovery support, substance use treatment, or help meeting court-ordered requirements.
Her counseling approach combines evidence-based practices, accountability, structure, and compassionate support, helping individuals develop the insight and skills necessary to make meaningful and lasting changes.
Jennifer continues to carry forward the legacy of her father, Steve Charter, whose dedication to helping others remains the foundation of Charter Recovery.
Important Information About DUI Education
Charter Recovery is not a DMV-licensed DUI School.
In Nevada, licensed DUI schools are authorized to provide the 12-hour Level I DUI education program under the supervision of the Nevada Department of Motor Vehicles.
Charter Recovery provides clinical counseling and treatment services, which differ from basic DUI education. Counseling services focus on behavioral change, relapse prevention, personal accountability, and long-term recovery support.
Services Provided
Charter Recovery offers structured counseling and treatment services designed to support recovery and assist individuals in meeting legal, court, probation, or personal treatment goals.
All services are provided remotely, allowing clients throughout Nevada to participate in counseling in a secure and convenient setting.
Substance Use Assessments
Comprehensive alcohol and drug evaluations completed for court, probation, legal matters, employment requirements, or personal purposes.
Early Intervention
Psychoeducational services designed for individuals who may be at risk of developing substance use problems but do not meet the DSM-5-TR diagnostic criteria for a substance use disorder.
ASAM Level 1.0 Outpatient Counseling or 1.5 Outpatient Counseling with Enhanced Support
Structured outpatient treatment services that may include individual counseling, group counseling, or a combination of both. Services may be provided up to nine hours per week, depending on clinical need.
Individual Counseling
One-on-one counseling sessions focused on treatment goals, relapse prevention, emotional awareness, accountability, and the development of practical strategies that support long-term recovery.
Group Counseling
Confidential group sessions that provide education, peer support, accountability, and skill development related to recovery, emotional regulation, decision-making, and life stability.
Anger Management Counseling
Structured counseling designed to help individuals develop healthier responses to stress, conflict, and emotional triggers while improving communication and emotional regulation skills.
