Charter Recovery was founded by Steve Charter, who dedicated his life to helping individuals overcome substance use challenges and build healthier futures. His work touched countless lives through compassion, structure, and integrity.
After Steve’s passing in 2018, his daughter Jennifer Clark carried forward his mission with the same commitment to professional, ethical, and client-centered care. Today, Charter Recovery operates as a small private practice in Reno, Nevada, offering personalized, evidence-based counseling in a supportive environment.
About Jennifer Clark
Jennifer Clark is a Licensed DUI Level I Instructor in Nevada and a Certified Drug and Alcohol Counselor through the Nevada Board of Alcohol and Drug Counselors. She has more than eight years of counseling and group facilitation experience, specializing in supporting individuals through recovery, probation, and court-related requirements.
She holds a Bachelor of Science in Psychology from Capella University and is completing her Master of Science in Mental Health and Wellness at Grand Canyon University (expected December 2025).
Jennifer previously operated a DMV-licensed Level I DUI School in Nevada, where she gained extensive experience helping clients meet legal and treatment obligations. Today, she works remotely through Charter Recovery, providing outpatient counseling and treatment services that clients across Nevada can conveniently access online.
Her areas of specialty include DUI education, substance use counseling, anger management, and outpatient treatment programs. Jennifer’s approach blends evidence-based practices, accountability, and compassionate support, meeting clients where they are and guiding them toward meaningful change.

While Charter Recovery is not a DMV-licensed DUI School, licensed DUI schools in Nevada are limited to the supervised Level I 12-hour DUI education program. This program must be conducted by a licensed DUI Instructor through the Nevada Department of Motor Vehicles and may be delivered in person, via approved live-streaming platforms, or through monitored group chat formats.
In contrast, Charter Recovery provides ASAM Level 0.5 (Early Intervention) and Level I.0 (Outpatient) counseling services. These treatment services go beyond basic education to include weekly group and individual counseling sessions, substance use assessments, and recovery-focused interventions.
Jennifer’s combined expertise as a licensed DUI Instructor, former school operator, and Certified Drug and Alcohol Counselor strengthens her ability to guide clients with structure, accountability, and compassion.

Our services include:
Outpatient Substance Abuse & DUI Counseling – ASAM Level I treatment (minimum 1x per week)
Early Intervention Services – ASAM 0.5 for individuals at risk of developing substance use disorders
Anger Management Counseling – Structured sessions for court, probation, or personal growth
Substance Abuse Evaluations – Comprehensive assessments for court, probation, or personal needs
Individual Counseling – One-on-one sessions tailored to personal treatment goals
Group Counseling – Confidential and supportive groups focused on recovery and accountability
