Charter Recovery was founded by Steve Charter, who dedicated his life to helping individuals overcome substance use challenges and build healthier futures. Through compassion, structure, and integrity, he helped countless individuals take responsibility for their lives and move toward lasting recovery.
Following Steve's passing in 2018, his daughter, Jennifer Clark, continued his mission with the same commitment to professional, ethical, and client-centered care. Today, Charter Recovery operates as a private practice based in Reno, Nevada, providing personalized substance use counseling and treatment services to individuals throughout the state.
All services are provided remotely through secure telehealth, allowing clients across Nevada to receive professional counseling in a convenient, confidential, and supportive environment.
About Jennifer Clark
Jennifer Clark, M.S., LADC (NV #08326), CAMS-II, is a Licensed Alcohol and Drug Counselor licensed by the Nevada State Board of Examiners for Alcohol, Drug, and Gambling Counselors and a Certified Anger Management Specialist-II (CAMS-II) through the National Anger Management Association (NAMA).
Jennifer has more than eight years of experience providing substance use counseling, facilitating recovery groups, and helping individuals achieve lasting recovery while meeting court, probation, and personal treatment goals.
Jennifer earned a Bachelor of Science in Psychology and a Master of Science in Mental Health and Wellness. Before entering the field of substance use treatment, she worked as a Certified Nursing Assistant (CNA) while pursuing her goal of becoming a nurse. During that time, she discovered a passion for helping individuals recover from addiction and chose to dedicate her career to behavioral health instead.
Jennifer later joined Charter Recovery, the organization founded by her father, Steve Charter. There, she gained extensive experience providing outpatient counseling, facilitating groups, conducting assessments, and helping clients complete court-ordered treatment programs. She also operated a Nevada DMV-licensed Level I DUI School, further expanding her experience working with individuals involved in the criminal justice system.
In addition to her substance use counseling experience, Jennifer has completed specialized professional training in anger management, emotional regulation, communication, conflict resolution, anger and aggression, and evidence-based anger management interventions. Her CAMS-II credential further supports her work with individuals seeking structured anger management services, including clients referred by attorneys, courts, probation, parole, and other community professionals.
Today, Jennifer continues to lead Charter Recovery, providing outpatient counseling services throughout Nevada through secure telehealth. She works with individuals seeking recovery support, substance use treatment, DUI counseling, anger management services, and court-ordered services, helping clients build healthier, more meaningful lives.
Jennifer's counseling approach combines evidence-based practices—including Cognitive Behavioral Therapy (CBT), Motivational Interviewing (MI), relapse prevention, psychoeducation, and recovery-focused skill building—with accountability, structure, and compassion. She believes lasting change begins by helping people recognize their strengths, develop practical coping skills, take responsibility for their choices, and create meaningful change one step at a time.
